NOTICE OF MOTION - COUNTING DWELLINGS IN REAL TERMS ON THE NORTHERN BEACHES

MOTION That:
A. Council write to The Hon. Brad Hazzard, Rob Stokes and Jonathan O’Dea seeking support from the State Government to ensure that all granny flats and seniors housing are counted as part of our housing target to provide a true indication of real dwellings in our local government area.
B. Council write to the Minister for Planning, The Hon. Anthony Roberts MP asking that, as part of meeting our housing targets, that all granny flats and seniors housing developments are counted as new dwellings and are included in our housing target.
BACKGROUND FROM COUNCILLOR ROSLYN HARRISON With so many granny flats being built in people’s back yards and seniors housing developments, we are creating new dwellings for many more residents across the Northern Beaches. New dwellings and meeting housing targets is an important issue across NSW, so we need to make sure that all dwellings are counted towards our housing target. This will then give us a realistic picture of dwellings available and dwellings needed in real terms.
ACTING CHIEF EXECUTIVE OFFICER REPORT
In accordance with Council’s Code of Meeting Practice Clause 4.15(a) I offer the following report on this matter to assist Council in the deliberation of this motion:
The additional dwellings delivered in the categories of secondary dwellings and seniors housing should contribute to the achievement of Council’s overall housing target. In addition to these forms of development Boarding Houses, under the Affordable Rental Housing SEPP, also contributing to the provision of housing and should likewise be included in our request.
The proposal to write to the local Members of Parliament and the Planning Minister is supported. This work can be carried out within the current operational budget.
